Node.js 20 is deprecated in GitHub runners. Bump GitHub actions versions to the latest ones for Node.js 24 support.
Except
apache/skywalking-eyes:0.8.0inlicensecheck uses oldsetup-go. It is upgraded in apache/skywalking-eyes@8c96ee2, but no new release yet.https://issues.apache.org/jira/browse/HDDS-14833
